Team Idea
IBM Bob can spend your Bobcoins. Governor decides whether it's allowed to.
Every agentic system eventually needs admission control. Kubernetes has resource quotas; agentic coding has a gauge in the corner. Governor is the missing layer.
It plugs into Bob through five extension points: lifecycle hooks for enforcement, a Budget Steward mode, a cost-aware-planning skill, a /budget command, and an MCP server that lets Bob reason about its own spend. Before a task starts, Governor estimates its cost from the repo's own history and checks it against a policy file committed in git. Over budget? Bob asks Governor for cheaper routes and proposes them itself — before a single token is spent. Mid-task, forbidden operations like a subagent fan-out on a high-risk path are blocked deterministically, and Bob keeps working. Every task ends with a Cost Receipt attributed to the pull request.
Not a dashboard. A control plane. Fails open, runs local, one binary, one YAML.
