Maritime LMS with Offline-Safe AI Study Assistant

Used IBM Bob IDE to reproduce, fix, and verify an offline bug in a maritime LMS AI assistant — local Ollama support added, 101 Angular tests passing, verified in real Chrome. Bob drove the full debug-fix-verify workflow.
