Building Pocket Watcher — a budget-aware execution governor for AI coding agents. Pocket Watcher gives a project a fixed compute budget, protects a finishing reserve, tracks real Bob spend, and adapts scope when the original plan no longer fits. It integrates directly with IBM Bob through a Bob Skill and CLI, using feature wallets, COMPRESS/LAND states, and deterministic validation to help agents finish the most useful version of a product before compute runs out.
