LockSmith: IBM Bob fixes locking DB migrations

LockSmith catches PostgreSQL migrations that would lock production tables, proves each lock in a real embedded Postgres, and uses a custom IBM Bob mode with parallel subagents to rewrite them into verified zero-downtime rollouts.
