Enterprise Capability&Delivery Governance Platform
The Problem Large enterprises run dozens of projects across multiple teams simultaneously, yet have no single operational view of who is working on what, which teams are blocking others, or whether the right skills exist before a project starts. Dependencies are tracked in spreadsheets. Resource over-allocation is discovered only when engineers burn out. Compliance access reviews happen manually at year-end. Skill gaps surface after project kick-off — when it is already too late to hire or train. The result is missed deadlines, governance failures, and executive dashboards that are always one meeting behind reality. The Solution The Enterprise Capability and Delivery Governance Platform is a full-stack web application that gives platform administrators, team leads, scrum masters, and executives a single real-time source of truth across the entire delivery lifecycle. It is built for organisations managing 100+ employees across multiple teams and projects simultaneously — exactly the environment where fragmented tooling creates the most damage. The platform covers nine interconnected domains: team and squad management, employee directory with skill profiling, project portfolio tracking, a unique Project Hub with per-team workflow timelines and inter-team dependency tracking, capability gap analysis, resource allocation with over-allocation alerts, system access compliance, sprint delivery metrics, and an executive dashboard — all secured by role-based access control across six distinct roles. The Project Hub is the platform's key differentiator. For any project, it assembles a live view of every team involved, their assigned squads and individual members, their workflow phases with planned dates, and all inter-team dependencies categorised as Blocker, Parallel, or Sequential. Teams with active unresolved blockers are flagged with a red BLOCKED badge in real time. Crucially, a team can be assigned to a phase even before any squad is formally allocated — capturing planning-phase blockers that would otherwise be invisible until sprint planning. IBM watsonx.ai Integration Three AI-powered endpoints, backed by IBM watsonx.ai running the Granite 3.3 8B Instruct model, elevate the platform from a data tool to an intelligent governance system. The Skill Gap Narrative endpoint analyses missing skills against project requirements and returns hiring and training recommendations in natural language. The Delivery Coach analyses recent sprint metrics for a squad and returns actionable improvement suggestions. The Risk Summary aggregates platform-wide risk signals into a board-ready executive narrative. All three endpoints degrade gracefully with clearly labelled mock responses when watsonx credentials are not provided, ensuring the platform runs fully in any environment. Why It Is Creative and Unique Unlike point solutions for project management or HR systems, this platform treats team topology, project delivery, skill governance, and AI insight as a single unified model. The dependency tracker operating at the team level — not just the ticket level — is a capability enterprise tooling has long lacked. The platform is delivered as a single docker compose up --build -d command, seeds 150+ employees, 8 teams, 24 squads, and 12 projects automatically, and exposes no-auth demo endpoints so judges can explore live data instantly without any configuration. The entire solution was designed, scaffolded, debugged, and deployed with IBM Bob as the engineering partner throughout.
