Capitol Desk is an autonomous options desk that reads congressional financial disclosures and mirrors them in the options market. Under the STOCK Act, members of Congress must publicly disclose any transaction over $1,000 within 45 days. The desk ingests those filings from the House Clerk's bulk archive, extracts the transactions — using Claude to read scanned paper filings visually when no text layer exists — and judges whether a signal that is a month stale is still live. It then expresses that view as an options position on an Alpaca paper account, sizes it, and routes a marketable limit order.
